INTRODUCTION A team of diverse women professionals consisting of lawyers, social scientists, academics, development workers and social workers, from different parts of the country (Andhra Pradesh, Maharashtra, Chattisgarh, Delhi,) visited Dantewada and Bijapur districts of Chattisgarh between October 7th and 10th 2008, to make a first hand assessment of the impact of the controversial “Salwa Judum” counter-insurgency strategy, specifically on the lives and livelihoods of Adivasi women. The team met and interacted at length with a large number of women, men and children some of whom are living as refugees or “internally displaced people” in Khammam district, Andhra Pradesh, others who continue to live partially in the Salwa Judum camps, those who have returned to their villages during the course of the last one year and finally those who continue to live in the forests located near their original villages. Issues, Challenges and FEDA's response Ueli Zemp and Subash MohapatraFact-Finding Documentation and Advocacy(FEDA)Estimates assume that over 80000 children are participating directly or indirectly in the tribal State of Chhattisgarh in the armed conflict between the State and the non-state armed rebel groups. A primary survey revealed that there are over 12000 minor children used alone by the state sponsored Salwa Judum in countering the Maoist (Naxalite) threat in the southern district of Dantewada. The Chhattisgarh Government officially recruited 4200 Special Police Officers (SPOs); many of them can easily be identified as minors. Although, it is very difficult to assess the number of child soldiers in the State, the Forum for Fact-finding Documentation and Advocacy (FFDA) got these figures from its reliable sources and as the result of continuous monitoring. An excerpt from the report 3.3.4. In many places local inhabitants formed resistance groups when the Naxalites severely interfered with their traditional life style. However these resistance groups were converted into vigilante groups sponsored by the authorities over a period of time. In Chhattisgarh, the group is called Salwa Judum. Some members of this group are appointed as Special Police Officers (SPOs). Some of them are given arms training and are provided with fire arms. Often these vigilante groups fight with armed naxalite groups making the tribals fight the tribal. Full report can be found here. |
