Dear Swami Agnivesh ji,
I learned that you led a group of social activists on a peace march from Raipur to Dantewada between May 6-8, 2010. I have also learned that you advocated a cessation of violence for 72 hours "by either side before starting the peace process." I congratulate you and thank you for your efforts.
While I repsect your views and urge you to continue to help find a solution, I would like to clarify the Government's position for your kind consideration.
1) The CPI (Maoist) should announce that they will abjure violence. To start with, they could say that they will not indulge in any violent activities beginning a specified date, say June 1 2010. (This is only an example and it could be an earlier date too.) 2) Once the announcement is made, the Central Government will consult the Chief Ministers of the affected States and prepare a response well before the specified date. The response will include an invitation to the CPI (Maoists) to hold talks. 3) On the specified date (say, June 1), we would expect that the CPI (Maoist) will stop all violent activities. We would closely observe whether the CPI (Maoist) will maintain the position of "no violence" for 72 hours. It goes without saying that, during the said period of 72 hours, the security forces will not conduct any operations against the CPI (Maoist). 4) It is our hope that talks will begin sometimes during the period of 72 hours when there is "no violence." 5) Once the talk begins, we would expect that hte CPI (Maoist) will continue to maintain its position of "no violence" until the talks are concluded.
I would appreciate if you could kindly keep the contents of this letter confidential. This is in line with what I told you when you met me a few days ago. However I would encourage you to reach out to the CPI (Maoist) and persuade them to accept the Government's offer for talks, the sole condition being that the CPI (Maoist) should abjure violence.

Police about to forcefully enter villages: PPSS From communication by Prashant Paikary, May 13th 2010 At any point of time, the police will forcefully enter into their villages: POSCO Pratirodh Sangram Samiti (PPSS) On 11th May 2005, the government sent 25 police force platoons, 5 Ambulances and 2 fire engines to near-by areas and forcefully occupied different schools close to the affected villages by the proposed POSCO plant at Jagatsingphur district of Odisha, India. When villagers of Kujang refused to hand over the High School key, the police ignored them and entered forcibly the school campus. In doing this, the police themselves were breaking the law. |

'Goondaism' is the real ideology of the Govt in Kalinga Nagar. At 7.30 AM Chandia village was quiet but prepared for yet another long day of repression & humiliation. By 9 AM police forces arrived to carry on with the demolition because the real agenda of this mission is yet to be accomplished, i.e. to provoke the people. And it seems the masterminds of repression are losing their patience because in what seems to be a planned strategy to push the people towards a final showdown, the police is trying all sorts of tricks to start a fight. Firstly they bullied the people into not assembling where they have been doing so since day before yesterday because the police forces have decided to assemble at that particular place.

Message from Surya Shankar Dash, May 11, 2010 In the name of demolishing houses of displaced persons, the resisting villagers of Chandia are being now terrorised almost regularly by large contingents of police forces. Villagers believe that the houses are being demolished slowly so that the police can keep coming back to the village to provoke them and find a reason to attack them. Since yesterday some eight odd houses are being demolished at a snail's pace while Police forces keep an eye for the slightest pretext to lash out at the resisting villagers. In yesterday's lathi charge Garkha Barla sustained serious injuries in his limbs and lower back. He has returned to Chandia today. |
